Lessons from Malden teach volumes about how to strengthen community resilience

Commerce work with local leaders in town decimated by wildfire reveals new approaches to better serve communities in crisis

Imagine feeling the scorching heat as you stand, stranded on the nearest small patch of green alfalfa, helpless against flames consuming the house on your family’s homestead settled generations ago. Or feeling a tightening knot in the pit of your stomach as you rush to the engulfed homes and businesses of your neighbors, making sure everyone is safe from the wildfire swallowing buildings whole. Imagine, then immediately shifting gears to lead rebuilding the devastated community, all while your own family is among those who lost everything.

That was reality for the current town mayor Dan Harwood and volunteer firefighter and town councilmember Scott Hokonson last September when the Babb Road fire roared through the rural town of Malden, Washington and destroyed 80 percent of its homes and buildings in a matter of hours. The small community of fewer than 300 residents sits among the rolling hills and fields of Washington’s Palouse, about 40 miles south of Spokane.

Harwood, Hokonson and other local leaders and teams of dedicated individuals, have been working nonstop in their efforts to rebuild and come back even stronger. That effort has also challenged state agencies to rethink what it means to serve a community in crisis.

Community needs run the gamut, small to large, simple to complex

Immediate needs following a disaster are typically clear — food, shelter, water, communication and power restoration. Then what? What about the future? The extent of the damage in the community was near total, requiring extensive ongoing long-term recovery assistance.

For months, the president’s approval for a federal disaster declaration was delayed in Washington DC, leaving the entire community wondering if or when they could access recovery funds and resources for the town and its families and businesses. This put even more pressure on state and local government agencies, led by the state’s Emergency Management Division and Commerce’s Energy Emergency Management Director, to mobilize crisis response and support for the residents of Malden and neighboring Pine City.

Following the initial wildfire response, as the community looks towards recovery, Commerce Director Lisa Brown said the first step is simple but frequently overlooked — listening. She said all too often, well-meaning agencies show up to the rescue with a standard toolkit of services and funding in hand. Communities are unique, and this one-size-fits-all solution isn’t always what a community actually needs.

“Plenty of people are willing to step up and help, but coordination is the heavy lift,” said Commerce Director Lisa Brown. “We were able to embed with the community and listen carefully to their needs. Sorting out the processes for getting what they need is something local leaders very often just don’t have the capacity to track down and do in the midst of such chaos.”

Connections more important than funding

Commerce’s Community Engagement Team arrived in Malden and met with local leaders led by Mayor Harwood and Hokonson in his role as Long-term Recovery Project Director.

“It’s important to build the relationship — one-way communication is not what they need,” said Commerce’s Community Outreach Specialist Julia Havens who serves in the northeastern part of the state. “We didn’t come in with pre-conceived notions and try to do things right away. We started slow and kept showing up.”

With such overwhelming needs, it became clear that the question of “what can I do to be helpful” would keep changing.

Hokonson expressed that the community “will take whatever you have to offer, whenever you’re ready to offer it.”

Helping the local recovery leadership team map and track their myriad needs and then organize around finding the right resources was key. Small town leaders wear multiple hats under normal circumstances, so the strain in a situation like this is overwhelming. Commerce brought together “tech teams” to address everything from housing to broadband to water infrastructure with inter-agency partners.

Some needs, such as emergency housing and communications, were straightforward. Shortly after the fire, Commerce’s Community Services and Housing Division identified funds for emergency rental assistance, and the Washington Broadband Office jumped in to negotiate with private internet service providers to get and keep the community connected.

Other essential needs continue to pop up daily amid the destruction.

When the call came “we need highway signs,” Commerce connected the town with regional transportation officials to take the lead.

Every small victory keeps the team encouraged.

“They will have a replacement flag at the post office, a new outgoing mailbox installed and now a new nearby post office is in the works. These wins help the community realize the sense of place and they matter,” recalls Havens.

Rebuilding for resilience — planning ahead to be prepared

Dozens of federal and state agencies, nonprofit and faith-based organizations and other groups have come to the table to help strengthen the community. One of those organizations is the Washington State Public Works Board, a leading member of the infrastructure “tech team” of experts involved in the ongoing recovery work.

Malden’s water system had been severely damaged in the fire, and private wells in the community were contaminated by ash and debris.

The Public Works Board was able to use its statutory flexibility to adopt a new policy to expand the funding limit of its emergency program in the case of catastrophic events, and took action to do so at their April meeting. This new policy also provided the Board with latitude to approve up to 100% grant funding to requests meeting this criteria.

As a result, Malden applied for $3.7 million in grant funding to drill a new town well, connect the private wells that had been contaminated to the system, and install additional water mains and fire hydrants to provide and increase fire protection. The board awarded full funding on May 7, Mayor Harwood signed the contract days later, and the required review processes began the next day. Completion of this project will ensure adequate water resources, public health and safety, preserve property values and support economic revitalization.

Public Works Board Chair Kathryn Gardow said, “The measure of any community is the way it handles adversity. Few towns have been tested as harshly as Malden, and their resolve and passion to rebuild after this devastating fire is clear. The Public Works Board is proud to stand with the town of Malden as it rebuilds and transitions to a brighter future and look forward to seeing Malden rebuilt better than ever.”

One wrinkle in the funding remained. In order for the funding to be used, state law requires the municipality to have an updated critical areas ordinance (CAO) in place. Malden’s CAO was last updated in 2007. Commerce connected its growth management services staff with town clerk Micki Harnois to work collaboratively on expedited completion of the new ordinance.

“Here’s an example of a government agency starting from ‘how can we make this happen’ when it could have been ‘you’re out of compliance.’ When you’re working to help a small, local community be successful, the approach has to be totally different,” Havens said.

Another consequence of the fire was that it destroyed the built and natural identifiers for land parcel boundaries. Parcel boundaries are crucial for property owners as they begin rebuilding, as well as the town and county for land use planning efforts. In February this year, Commerce provided a $55,000 grant to help Malden conduct a land survey and plan for integrating the data into their future plans, which was recently completed.

“It’s been my privilege to meet Mayor Harwood and Micki. It’s absolutely an honor to play a very small part in the recovery of Malden, not just to rebuild but to build back better,” said Commerce’s Local Government Division Director Mark Barkley, who deployed numerous team members to assist the town.

Once the request for federal disaster declaration came through 151 days later on February 4, FEMA assistance finally became available, opening a cascade of other resources that had been dependent on the federal designation. Property testing and cleanup is underway, but the list of priority infrastructure projects is long. Local leaders press on, supported by many offers of assistance from philanthropic, religious and other community partners in addition to federal and state partners.

Other long-term efforts underway include looking at affordable housing throughout the Pine Creek area. Commerce’s community services and housing staff are working with community leaders to form a low and moderate-income housing roundtable to identify resources to help address long-term needs and build community resilience for the future.

Lessons learned will guide change

Commerce team members remain engaged in various aspects of the community’s long-term recovery.

“We didn’t come in with pre-conceived notions and try to do things right away. We started slow and kept showing up.”

“We showed up and we stayed; we were there week after week,” said Brown.

Havens, who is embedded with the town and local long-term recovery teams, continues to attend and support daily and weekly coordination calls.

“I am inspired by those who have lost so much and yet are completely dedicated to keep moving forward. I am doing everything that I can to continue helping them get those wins,” she said.

Beyond the short-term satisfaction of helping neighbors in need, Brown said the agency gained important insights that will guide future action.

The experience raised a set of questions about helping the next community in crisis. What needs to be there, ready to go? What can be done proactively to ensure community resilience in the face of disaster?

For example, Brown notes restrictions on state funding is a challenge. “We learned there’s just not much flexible funding out there that allows us to come in and cross program or agency boundaries to get the community what they need. That’s something we’ll be exploring with legislators.”

Above all, the experience reinforced for Commerce’s entire team and their many partners that there is no substitute for the power of ongoing, trusted relationships to strengthen communities.

“We all work as a team. We’re now in full-blown recovery mode. Malden will be back and we’ll be back better.”

Harwood, who calls himself a “glass half full” guy, is upbeat about his community’s future, in spite of challenges still ahead for the residents of this small town who have experienced the double trauma of COVID-19 and wildfire in one short year.

In addition to completing clean up of nearly every property, construction of new water and large scale septic systems and acquisition of two new fire trucks, Harwood is bullish on opportunities that will come with the town’s future fiber-optic broadband infrastructure.

He likens the potential impact of broadband to that of rail coming to Malden in 1903. Once the Port of Whitman’s plan for connecting the community to high-speed internet is complete, Harwood envisions more folks opting for the slower pace, recreational opportunities and lower land prices of small town life in a beautiful place.

And for some who already call the town home, Harwood paints a picture of what it could mean. He thinks about training veterans struggling with PTSD to work from home, providing supplemental income, and more importantly, he said, bolstering a sometimes battered sense of self-worth.

Harwood is matter-of-fact: “Broadband changes lives.”

He also strikes a serious tone as he speaks about challenges still on the horizon, such as mental health capacity for people to be able to have a proper “debrief.” Neighbors need to talk with each other, he said, about what they went through and how they survived it, first the trauma of COVID and then the fire.

Havens and others continue to stand side-by-side with local leaders as they navigate these and other emerging needs on the road to recovery.

“Commerce is the one of the best kept secrets,” Harwood offered. “I can’t name them all, but these people are ingrained in Malden. I can’t say enough about what all the support means for our community.”

COEUR D’ALENE, Idaho — StanCraft Boat Co. is expanding from manufacturing watercraft to offering aviation services with the addition of a $15 million StanCraft Jet Center at Coeur d’Alene Airport-Pappy Boyington Field. Construction on the new 85,000-square-foot FBO began in August east of Empire Aerospace, and the project is expected to be completed by May 2020. Coeur d’Alene-based Eric Hedlund Design is the architecture firm that designed the structure, and Hayden-based Young Construction Group of Idaho Inc. is the contractor. The 40,000-square-foot Southfield Aviation building will be used as a maintenance facility after the new jet center is built. PULLMAN, WA — Washington State University’s Cosmic Crisp apple will hit the fruit stands on December 1, a project over 20 years in the making. Cosmic Crisp was developed specifically for Washington’s climate and growing conditions. WSU researchers combined the disease-resistant Enterprise with the Honeycrisp, known for its crispness, juicy sweetness, and hint of tartness. There are 12 million trees planted in the state of Washington and this year 450,000 boxes of Cosmic Crisp apples will be available. Washington apple growers will have exclusive rights to the Cosmic Crisp for 10 years. HAYDEN, Idaho — Roller coaster manufacturer, Rocky Mountain Construction (RMC), continues its Six Flags success with the innovative Jersey Devil Coaster at Six Flags Great Adventure in Jackson, New Jersey. Known as a single-rail coaster, riders in one-passenger cars will straddle a 15.5-inch-wide steel, monorail track and navigate a twisted course that will include multiple inversions, climbing 130 feet and hitting a top speed of 58 mph along 3.000 feet of monorail track. DAVENPORT, WA – Washington Department of Commerce, USDA, and Washington State University Medical School hosted a daylong workshop with 100 community leaders and residents from Eastern Washington to address the broadband law approved this year by Washington state lawmakers. A new statewide broadband office will approve and distribute grant and loan funds to local governments, tribes, public, private and nonprofit entities working together to expand broadband. The program has $21.5 million available, including $14.5 million for loans and $7 million for grants. MARIES, Idaho — City officials and housing developers, Troy Lozano, are projecting construction of new homes in Ragan’s Addition to begin in early 2020. Lozano purchased 21 lots in the addition and plans to partner with Julian Construction to build single family homes. Updates can be found at greystonehill.com.

OTHELLO, WA — McCain Foods broke ground on a 170,000-square-foot expansion, a project that will cost $300 million and is scheduled for competition in 2021. The expansion to the frozen potato products line is estimated to bring about 180 new jobs to Othello and is expected to be the biggest manufacturer of frozen potato products in the world. Dale McCarthy, McCain Foods, said Othello’s proximity to West Coast shipping makes it a crucial location for the company. “Othello is very strategic for us.” Adams County officials are working with McCain Foods and the state to develop a recruitment process and support. MOSCOW, Idaho — Northwest River Supplies (NRS) began operations from its new facility on South Blaine Street on November 5. The newly constructed 155,000-square-foot building includes a warehouse, customer service center, corporate offices and a 3,500-square-foot NRS flagship retail store. The $13.5 million project received a tax break from Latah County that exempts 75 percent of the increase in the site’s value from property taxes for five years, ending in 2023. Read more here.

PULLMAN and COLFAX, Wash. — Two Inland Northwest businesses were recognized through the Washington Secretary of State’s Corporations for Communities Award Program. Schweitzer Engineering Laboratories, of Pullman, was recognized for donating and raising funds for local charities and providing money for employees to donate to the charity of their choice. Bunyard Automotive, of Colfax, was honored for repairing vehicles at little to no cost for families in need. OSBURN, Idaho — The city dedicated the newly completed Shoshone Fire District #1 facility, which was awarded a $500,000.00 block grant earlier this year. LEWISTON, Idaho — With a start-up $839,809 grant from the National Science Foundation, the Northwest Intermountain Manufacturing (NIMA) Association has created a pilot project to train high school students in fabrication and machining. In partnership with Lewis-Clark State College, the Clearwater Economic Development Association, the University of Idaho and 16 school districts, the program gives students a solid skill set and educational background in manufacturing so they can be ready to start work right after high school for local companies. LIBERTY LAKE, WA — In response to a gap in the city’s flex office market, Liberty Lake Coworking LLC will open Jan. 2 at 23505 E. Appleway. The 4,600-square-foot space will have 11 private offices, six semi-private spaces, and open table space. The space will also feature booths for private calls, two semi-private meeting booths, a podcast and media room, access to high-speed fiber internet, and free parking. POST FALLS, Idaho — Construction on Idaho’s fourth state veterans’ home is expected to start next year. The 82,000 square foot project is to be built in Riverbend Commerce Park in Post Falls and will have 64 beds. The home will be built on 7.3 acres donated by the Jacklin Land Co. in Riverbend Commerce Park on Post Falls’ west side. It is adjacent to BioPol Laboratory and Buck Knives. SPOKANE, WA — The Toolbox manufacturing incubator expanded to 17,000 square feet in a recent move to Logan Neighborhood. Anchored in the space is Vestis, which manufactures specially designed commercial awnings and canopies. The Toolbox continues to serve as collaborative space where established companies and business mentors share expertise, ideas, tools, and equipment with manufacturing startup and entrepreneurs. POST FALLS, Idaho— Northwest Specialty Hospital completed a $4.5 million addition to include an Endoscopy Center and two additional operating rooms. The 15,000-square-foot addition brings to eight the number of operating rooms for patient surgery. Coeur d’Alene company delivers broadband to rural Idaho

COEUR D’ALENE — In many ways, getting broadband internet to rural Idaho feels familiar, said Mike Kennedy, president of Intermax Networks.

“A lot of people are contemplating how similar this is to rural electrification in the 1930s,” Kennedy mused.

As with rural electrification, the government is playing a large part in improving broadband internet in rural areas. Last fall, Intermax received $940,000 to improve service in Idaho’s panhandle from the Federal Communications Commission (FCC), which offered Idaho a share of the $1.49 billion it provided nationwide through its Phase II grants, funded by the Universal Service Fund. Intermax committed to providing 25 megabit per second (Mbps) download speed to 42 census block groups in north Idaho over the next five years.

In more metropolitan parts of the region, such as Coeur d’Alene itself, there might even be two fiber providers.

“But you get out to Rathdrum or Athol, there are none, and no expectations of it, due to density,” Kennedy said. “We have to figure out how to get those folks plugged in.”

In addition to those cities, Intermax also provides internet service to Hayden, Spirit Lake and Pinehurst, as well as operating Sandpoint’s city-owned fiber optic cable.

Much of Intermax’ service is provided through fixed wireless, which means the company puts a transmitter someplace central and tall – typically, in rural Idaho, the town’s water tower – and puts a receiver, which looks like a satellite dish, on customers’ homes. If the house has a sight line to the water tower, it can typically pick up the signal.

While it might not be as fast as a direct connection, it’s a lot cheaper than laying cable, Kennedy said.

“As long as they have line of sight, or near line of sight, you don’t have to tear up roads and rights-of-way,” he said.

And the speed – up to 100 Mbps – should be plenty, he said.

“Everyone gets excited about gigabit internet,” but people generally need only 8 to 12 Mbps, he said. “25 or 100 Mbps is going to be incredibly groundbreaking for rural areas.”

In one example, Intermax is going to be improving internet access around Schweitzer Mountain Resort, Kennedy said. There are 900 residences in the region that are “deeply underserved,” he said. His company will lay fiber to the top of the mountain, for nine miles, from Sandpoint, following the road and using utility easements. That fiber – aside from supporting conferences and other activities in Schweitzer – will feed the microwave transmitter that’s already on top of the mountain and improve service to those 900 residences, he said.

Kennedy was appointed to Gov. Brad Little’s Idaho Broadband Task Force, which was created in May through executive order. Little came to North Idaho last fall, as lieutenant governor, on an economic development trip, and met with Kennedy to talk about the FCC award.

“I found him to be an extremely quick study, well read and understood things that are completely boring and unsexy, like putting extra conduit in the highway,” Kennedy said.

That extra conduit can be used later to string cable without having to dig up the highway again, a policy underway in a number of areas nationwide called “dig once.” At that time, Kennedy volunteered for whatever Little planned to do to improve Idaho’s internet service, which numerous studies have found ranks near the bottom nationwide.

The broadband task force will help determine the role that the state can play in improving broadband internet in Idaho, such as by offering incentives or tax credits, Kennedy said. And while rural residents used to be fine without broadband internet, that’s no longer true, he said.

“I can’t think of anyone I’ve talked to who didn’t want it on some level,” Kennedy said. “Rural folks can live off the grid, because they have access to their job elsewhere, or can sell products from rural North Idaho. It’s people in rural areas with the greatest needs.”

Commerce Directors talk Better Broadband at Summer INP Meeting

One of the keys — and biggest challenges — for attracting businesses to rural areas of Washington and Idaho is the availability of high-speed internet and broadband, according to the directors of commerce departments in Washington and Idaho.

Lisa Brown, Washington Department of Commerce director, and Tom Kealey, Idaho Department of Commerce director, spoke Friday about the economies in their respective states during an Inland Northwest Partners conference at Banyan’s on the Ridge in Pullman.

“I see broadband as really a significant challenge to get right,” Brown said.

Part of the challenge, she said, is Federal Communications Commission maps showing the number of broadband providers available and overall coverage provided in the region is not adequate.

“We’ve got to understand what we have and what we don’t have in order to appropriately direct investment into that middle mile and last mile,” she said. “That’s always the most challenging piece of deploying communications or telecommunications technology.”

Washington is trying to help rural areas with this problem by establishing a statewide broadband office that would coordinate grants to governments and tribes for broadband infrastructure.

Washington 9th District Rep. Mary Dye, R-Pomeroy, told the Daily News in April that she and her colleagues in the House supported the legislation because it will increase competition in the internet service provider marketplace and bring better service to rural Washington.

In Idaho, Gov. Brad Little signed an executive order in May establishing the Idaho Broadband Task Force, Kealey said.

The 40-member task force this fall will bring to the governor recommendations on ways the state can improve connectivity and speeds across Idaho.

The task force will try to map existing services and gaps in broadband infrastructure, which Kealey said will paint a picture for what resources are needed in rural and urban areas.

“We want to map what we have, be able to measure what we have in terms of access as well as speeds and features and services and options,” he said.

Brown pitched another idea that may bring people and commerce to eastern Washington. In light of Microsoft and other corporations last year offering funding to build a high-speed railway from Vancouver, British Columbia, to Portland, Brown said she would like to see a similar railway that connects western Washington with eastern Washington.

“How fantastic that would be to connect our communities, to connect our students and families, and also as an opportunity for people to be able to leave the megalopolis and see what the options are in other parts of the state,” Brown said.

Brown and Kealey highlighted some positives in Washington and Idaho economies.

Washington’s overall economy is booming, with the highest GDP growth and 10th largest economy in the country.

“If we were a country, we’d be up there with Sweden or Belgium right now,” he said.

Kealey said Idaho is near the top of the rankings in several economic categories including first in travel dollars, third in the number of people moving to the state and fourth in job growth.

Davenport Washington Broadband Event gets Statewide Attention

(Davenport, WA, January 18, 2019) —  It was early 2016 when the Harrington PDA began to install a high speed broadband network through their downtown business district. Now three years later, that project has become a model for do-it-yourself rural internet. Last January the stakeholders in the project were invited to tell their story to the State Senate Committee for Economic Development and International Trade. This past October Harrington hosted a policy discussion with Governor Inslee’s advisor on rural broadband, John Flanagan. And Last week Harrington’s Mayor Justin Slack spoke at a press event in Olympia where the Governor announced his 2019 initiative to increase broadband access throughout the state.

Mayor Slack spoke about the PDA’s project, but he also spoke about he and his wife Heather making the decision to move from Seattle to Harrington to raise their children in a small town. The Slack’s purchased a building within the fiber network so that Justin would have the bandwidth he needed to telecommute to his job with a Seattle bank. Soon the “accidental business owners” opened The Post & Office wi-fi coffee shop in the front half of their building and a fiber-fed shared workspace in the back. The Post & Office has become the hub of the community thanks to good coffee and high-speed internet.

Commissioner Scott Hutsell also spoke at the press event in Olympia. The Commissioner is the Chair of the Public Works Board, an infrastructure planning and funding board within the Dept. of Commerce and spoke about the importance of broadband. Inslee’s proposal includes $25 million in grants and bonds for broadband infrastructure and he hopes to see the Public Works Board administer those funds. The Governor also proposes the state establish a Statewide Broadband Office to be the central broadband planning body. Washington had a broadband office from 2009 to 2014, funded by a five-year federal grant from the American Recovery and Reinvestment Act, the same act that funded the NoaNet fiber project in 2012-2013. It is that NoaNet fiber that feeds Harrington’s network.
